A flop raise is 10x better than a turn raise, IMO. A flop raise will get you that free card sometimes, while costing yourself little in equity those times that it doesn't. If you believe hitting a 6 or a nine are possible outs, which apparently you do, then a raise on the flop will clean that up too.
