I do think you need to have a plan for the hand before you bet the flop. The thing is, if you bet you should probably expect one of two options from him : raise or fold. If he raises he probably has you bet, if he folds you probably have him beat. So, this being the case you aren't going to make him make many mistakes.
If you have a read that this opponent calls too much then, by all means, commit and bet the flop.
