i was thinking that he doesn't have top pair with a better kicker because he would have moved in on this drawy flop with it

i also doubt he is calling a largish cbet with a flush draw here and that he would rather move in with it.

I think he has a mid strength hand like a midpair type hand (89, 99, TT, JJ, QQ) that he may call with
