Default Raise cap in NL?

2/5 NL game at Harrah's NO. Initial raise to $10 by EP, reraise to $20 by MP1, reraise to $30 by MP2. (I know these are stupid raises, but EP liked to minraise and a couple of guys started minreraising him a lot.)

MP2 now claims that the betting is capped by his 4 bet just like it would be in a LHE game, even though the hijack, cutoff, button, and both blinds haven't acted at all and all initial actors have had no option to raise his action.

MP2 gets denied by the table/dealer regarding his concept of the rules and turns down the option of a floor ruling, but continues to claim that that's the rule at Harrah's NO and that he's had floor rulings to that effect in the past.

Is there any licensed/tribal casino in the US that actually has this 4 bet rule for NL? My reading of the Harrah's NO rules indicates that in NL raises are unlimited, but I can see at least one recent floorperson screwing up the ruling.
