This is a definite fold preflop, you're simply too shallow. Also unless you are all in on the table for some reason you should be able to top off to 200, with a maniac sitting on 1400 in chips I have no clue why you wouldn't make this a priority. Your almost short enough to just shove preflop with hands worth reraising him but its a bit awkward with ~150.
