Great point StellarWind. The CO was taggish as well (assuming the villain has notes, per Joe's comment).
The source of my confusion is probably that in his shoes I generally bet out most any hand I make: semi-bluff, big hand or stone cold bluff. So when I see another player take a CR line on the flop (why not wait until the turn if he has a big hand, give me a chance to really catch up?), I scratch my head a little.
