The read on cutoff is key here. Based on that you can deduce SB's motives for playing this way. Examples:
Cutoff is very loose/passive: Made hands would usually have bet out because that's the best way to get paid. Beware a draw that switched gears from passive to semibluff when the cutoff unexpectedly folded.
Cutoff is tight: SB likes his hand a lot. He would have bet out any semibluff and any weak pair he wanted to protect. His mind is only on getting paid.
Cutoff is LAG: Quite likely SB planned to checkraise the cutoff. He has something but probably not too much.
