It's tough for many people to fold Ace high on the river with ace high. AJ, A6, A5 call quite often (A8 is unlikely given the action). The value of gain a bet from a worst hand >> the value of inducing a bluff.
He don't raise very often the river the only hand is 44 or a slowplay with trips or set, but it is bad to slowplay against a pf cap. So probably b/c>b/f, (if he raises bluf the river 1% of the time it's enough imo).
