Courts are usually in favor of the tenant because "Landlords are money grubbing tyrants!" Sounds like you have a good case of Landlord abuse here, take her to court. Sometimes a well worded letter will get the job done. If you outline the details to her in a letter, then you'll have some serious evidence when you take her to court.

Also, check your state law as was stated above.
