1) raise or call is pretty close depending on how bad they play
2) thats pretty low PFR for villain, id be inclined to call and hope to drag some other cold callers in the hand. You are most likely up against TT+.
3) this is a close fold depending on how bad the two limpers play. A9o is pretty weak, and it would depend also on how tight the blinds are.
