I allmost allways reraise PF
If you call preflop, you have to bet at least $9 on the flop.
Your small bet shows weakness and it gives your opponent the odds to draw out on you. He might also raise your flop bet and try to get you to fold the best hand.
As played I would call the river - you may still have the best hand
