Default $25NL Jacks facing ugly Flop

No significant reads on villain.

MP2 ($24.45)
CO ($4.65)

Preflop: Hero is BB with J[img]/images/graemlins/heart.gif[/img], J[img]/images/graemlins/club.gif[/img].
5 folds, Button raises to $1, SB calls $0.90, Hero raises to $4, Button folds, SB calls $3.

Flop: ($9) 4[img]/images/graemlins/diamond.gif[/img], A[img]/images/graemlins/diamond.gif[/img], K[img]/images/graemlins/diamond.gif[/img] (2 players)
SB checks, Hero?

I'm totally lost in situations like these. Villain has just a wee more than a PSB left. I can't bet without committing myself to the pot. I figure the only two options i have are:
1.: Shove
2.: Give up

And I don't like either.

I need a general advice here for situations where, being the PFA, I face small to medium Stacks, miss the board completely and a standard C-bet would commit myself to the pot. How am I gonna play these Situations in general??

Thanks for comments and/or discussions.
