I'm always surprised at how few guys get clocked by hard knees like that when they shoot low. In the recent Nick Diaz EliteXC fight his opponent caught him like that.
I can understand when guys fake with a strike or something, but a lot of times they just go straight for the low shot. Is it just a timing/reaction thing where the shots are just too fast for most guys to react to with a knee in time?

In the UFC specifically, I believe (but am not certain) that a fighter with a knee down is considered grounded and thus cannot be kneed without risking DQ. While there will be a window between shot and kneed down as evidenced by the linked video, the risk is great and timing is tight.
