It means that if as you are walking towards your new table you notice that your newly-assigned seat is the big blind, and you slow down, or stop to tie your shoe, or pretend to be lost and go to a different table first ... all in the hope of missing that big blind and getting to sit down after the blind has passed your seat.
In that case, if you get caught (don't ask me how), you will be forced to pay the blind anyway and not even get a hand.
