This is probably a bad shove. His raise there will traditionally be strong, and all that the bubble means is that you should adopt an assumption that unknowns will be tightening up their raising ranges significantly until it bursts.
That being said, you have included no information on this guys stats; or your impression of his play; or your image. He would need to be ultra laggy and spewy before I'd like this shove though.
