No, this is your standard stack-a-donk line and means that when Hero raised the flop, Villain considered his hand big enough that a) he wasn't worried about scare cards on the turn and b) he decided he would treat his hand like the nuts. The question is does villain think that JJ is a big enough hand to do this with. If you've already seen villain treat an overpair less than queens like the nuts, go a head and call. Barring that read, I'm folding since most of the time this is 22, A6, or 66 or at best AA and KK.

we're gonna have the read you described on a very small % of players. the bottom line is, this guy is representing a very narrow range of hands, and his stats (the only thing we have to go by) tell us that he's probably not the best of players. we simply don't have enough info to fold here.
