Default 2pr on river NL100

CO is a complete tard 65/0/1 over maybe 50 hands. Seen him spew a buy in w/ bottom pr or something appropriately bad. SB is similar but not quite as loose, have him on buddylist though from prev. session, he calls down light.
Effective stacks: $77BB CO, $102BB SB

OK - so on flop I'm checking behind b/c I don't want to scare them away w/ ace out with a standard c-bet from BTN, hoping for future value on turn and river. Question 1 - is this flop reasoning contradictory and flawed thinking since they are stations? Question 2 - On river is this def a shove spot rather than value cuz they're such stations?
