A bank makes me a loan to buy a house. I buy the house, then rent it out to A, who sends me a check each month. I have no further contact with A or the house.

Ten years later, I default on my mortgage and walk away from the property. The bank forecloses and the renter gets an eviction notice, but doesn't comply with it because he claims cleaning it and fixing the boiler out of his own pocket makes it his house.

Who owns the house?

The main difference between this hypo and the OP is that 1)renting out the house was illegal in the first place, and 2)the landlord walked away (and presumably didn't pay taxes <---- city puts a lien on the property and takes it over) rather than fix the place up to comply with the amnesty law.

I intentionally used the word "rightful" instead of "lawful". I understand your position.
