As retarted as it is I've seen donks min raise OOP with a random ace or even A-strong, and since he's too scared to buy in full to a 50NL game I'm assuming he's a donk. I say use his strategy against him and minraise. Since he uses it as a lame way to take initiative he could interpret it as info raise or something. If you want raise more but I don't think he's bluffing, I mean, who takes that line with air.
