Perosnally, I feel bad if someone gives me an extra $5 in change at a store, so I return it. When I was 11 I found $10 on the floor in the lounge at my dad's office and turned it in instead of just keeping it - I'm just wired that way.
Since you took the $1000 knowingly, I don't think you can justify this as a reversal of karma without realizing you will get bit in the ass if you don't reverse your decision if you buy into this theory.
Also, there isn't a way to morally justify knowingly keeping money that shouldn't have been given to you.
IMO your friend should do one of two things:
1) Return the money to the casino - seems like he doesn't want to do this.
2) Donate the extra money. Pick a charity / local shelter that could really use the money more than someone who has the means to gamble at a casino. Think of it like using dirty money to do some good in the world.
