Hey I play nl10 and have incountered a few villains who do exactly as you describe. I think on a paired board they will be checkraising complete air here a fair amount of the time.
I would 3bet all in on this flop, your equity vs his range is huge.
As played i would call, him checking the turn here rules out
a Q/7 he might a pp here but with 5/1 you have the odds to call all day!
