If I have 2nd or 3rd pair + flush draw I'm 3betting always. With TP bad kicker and flush draw like here I sometimes 3bet but I think more often call....because he likely has a better Q, which he won't fold, and then hero has 12 outs and not 14.
Folding would be ridiculous as you're getting 3 to 1 immediate odds and can easily call with worse draws.
