Rusty, I'm pretty sure that Sklansky was talking about an expert opponent who would throw away a 7, reasoning that you would not bet or raise unless you had him beat. You don't find hardly any in 1/2.
I think 5th is a call, since he would need exactly A2 in the hole to be ahead. It may be a raise, but at 1/2 there are too many gambooolers who will go along hoping to catch good, which may be what is happening here. Sixth could go either way, I might lean toward fold.
