So in a nutshell, goto Luck tab, the difference between red and blue line is luck/bad luck. The red line higher than the blue means unlucky and vice versa.
Still, AFAIK, this does only measure AI situations and does not account for situations where you commit on earlier streets and get sucked out on while there is money left, coolers, etc.
