Back in my early college years I am pretty sure I was retarded as I use to miss out on so many of these cues with girls. Basically at that time the only time I would hook-up with a girl is if she made it quite clear she was into me. And by clear I mean coming out and saying come over because she wanted to get down. Sounds like this guy might have similar issues so if you want him make the first move.
