Those small raises indicate that he wants to get called so it doesn't seem too good, and I woulda surely had 4-bet the flop almost all the time, but played like this I would just shove.

It would be a 3-bet on the flop, which just lets him get away from his bluffs in general. If he wants to draw to a flush on a paired board, well I think I just let him go right ahead.
As played, who knows. You need a better read, which you don't have.
