1. It's fine to rep a slightly misplayed set on this turn by raising. by far the most important reason why raising the turn is better is because villain knows that he might well have to face a VERY large river bet from you. on the river however villain knows that he need but call one raise and the hand is shown down.

2. you say you need to make your bluffs the same size as your value bets (for metagame) and yet you disregard the fact that you would NEVER play a made hand like that, and thus your river raise can only ever be a bluff.

3. I think checking on the flop with a FD is a very common line to take. In villain's eyes, 45 raises the turn and T8 doesn't call PF, and 999 is unlikely. that leaves a whole bunch of FD and 89 that decided to bluff.
