I was assuming it was not really intentional, but done by a dumbass who is acting recklessly, affecting other people's money. It is pretty tough to much someone else's cards with your own unless you are really being stupid.

I don't think drunk drivers kill people intentionally either, but I still think they should be severely punished (almost to the extent that a murderer is).
