That's because when out of town cars are dropped off, the local branch(es) will rent them out (usually only when they have to (out of cars), because they generally have to cut the branch of origin in on the profit) until they're shipped or driven back to their point of origin.

For example, if I rent a car in NYC and drop it off in DC, the car may sit in DC for a while. In the meantime, the DC branch may rent it out if they run out of their own cars. (You generally pay a big fee if you want to drop off a car like this).

However, it's extremely unlikely that anyone would rent a car to drive from Hawaii to Ottawa (or Vegas). And when I worked at Budget (in Ottawa, no less) we couldn't rent out any American cars dropped off with us.
