since you're keeping track of his stats, what is his cbetting range? a 28/10 does not re-raise light, and a passive one doesn't cbet light either... I think you're up against JJ+ or AK... If his cbetting range is low I fold this flop sometimes, definetly fold turn.
The main reason I call TT (or any PP really) against a tight raiser is because their ranging hand is so tight that I will often stack them when I hit my set on the flop since their hand is so strong that they will have a hard time letting it go
