Technically (in NV, and other jurisdictions to my knowledge), those credits still belong to the player who left them. It is my understanding that if he/she came back to claim them, whoever cashed them out or played them "stole" them from the player and could have charges pressed against them.
Doesn't make sense, I know, but that is the law. I saw it referenced once as "Theft of Lost Property". Can't find a link to the statute ATM, but it is real.
