Not everyone coming out of HS is assuming they are going to the NFL and might actually put academics ahead of athletics. These individuals could choose to play at a service academy instead, as long as they are also willing to put up with the rigorous off-field activities.

Five years in the Navy/Army/Marines after graduation is a bit of a negative for a lot of kids who put academics above NFL.
