There is only ONE bowl spot that is an at-large and I think even they sort of have an agreement with Navy.

Every single other bowl spot out there has conference tie-in's which I believe the bowl is forced to stick with unless that conference doesn't get enough bowl-eligible teams.
Yes, the bowls really can pick some 4th or 5th place CUSA team over an 8th place Big10 team. The reason they can is because currently they have no choice. 4th and 5th CUSA spots are already locked into bowls. 8th Big10 spot is not locked into any bowl anywhere and there aren't going to be any at-larges available unless they get some help.

IU's best chance is for a conference like CUSA or PAC10 to fall 1 short on the number of eligible teams so that THEN another bowl out there gets to choose whoever they want.
