This is one of two things:

1.) Its a set, that the villain played poorly, then went all in when he realized he can't be playing around when there is a flush draw on board. With his 0.44 PFA, I'd lean towards this, and fold. Not looking to call all-in raises with people that have a post flop aggression factor that low.

2.) Its an aggressively played flush draw thats re-raising big because he doesn't want a call, but has outs if he does get called.

If my only read is the 0.44, then I have to fold. There are a lot of players however that would have exactly what I mentioned in point #2. Usually however, players that would push a flush draw there, also come with a higher post flop aggression, generally.
