A boatload of villain's range here is weaker aces. Think about it with respect to combinations of hands. Many good players will call pf with A6o and the like. In terms of frequency, he's going to have a weak one pair hand much more often than a draw.
Also, we don't even know if he will bluff with that small % of his range that is draws.
