not sure what you mean by operating ability? In terms of raw speed it's going to be pretty much negligible. If you're just using the comp for poker etc you're almost never going to be taxing all four processors and the duo is going to work fine.
I went with the quad because I usually have two processors dedicated full time to numerical calculations.
