By the way - various churches in Philly and NJ were doing (and some still do) this sort of thing for years - all coinciding with the lottery's Daily Number.
I used to buy (donate) $100 which was good for the year - and it was a similar situation where I received a raffle ticket with a 3 digit number on it. I hit it once for like $500 - but it was a good fundraiser for the church, I imagine.
And I'm sure it goes on all over ...
