Generally casinos will have to charge a certain dollar amount to run the event (dealers, floor people, their own profit, etc). Therefore for a small buyin, the fee is proportionally higher - just as it is online.

I've always felt that the fee should be tied directly to the structure, and the more I pay, the longer a structure I expect. For 10 or 20 bucks, I don't expect to get much...but more than 30, I expect to have more to work with.
