against a stealer you should resteal. so 3bet preflop (the best possibility) or raise flop or raise turn. but just calling him down with bottom pair / worst kicker won't really help.
but in general: let him just steal your blind. it's the better solution on NL25. take a stand from time to time, but take it with a better hand (89s or stuff like that). and don't overdefend your blinds.
