This isn't just in PLO; it used to be pretty common in holdem too because it makes the chips easier to deal with rather than everyone having to make change (for example, in a 3/5 game rounding up lets you do almost all the betting in 5 chips). Similarly, some people choose to disregard the rake when calculating the pot size since it only makes a couple dollars difference and dealing with white chips is inconvenient. The old school pot limit games I used to watch (although not play) used a time charge rather than rake and had equal sized blinds, so this wasn't an issue.

Obviously dealing with multiple chip denominations and making change isn't an issue online and this is why the practice of rounding off has died off as online games have taken over. Regardless, it's pretty silly to say that a game "isn't really pot limit" because of minor rounding issues.
