once i match his raise, the pot is $31.50 and he only has $34 behind ... against what range do i extract more value raising to $25 than shoving (effectively raising to $46)?

I just think donks are more likely to call a silly small 3bet with AT or any J than they are to call a shove

- if I shove, I get the following additional equity:
($34 * probability he calls shove * [probability I win - probability I lose])

- if I make a silly 3-bet (such as re-raise to $25), I more or less get the following additional equity:
($13 * probability he calls $13 * [probability I win - probability I lose])
+ ($21 * probability he calls a turn shove * [probability I win - probability I lose])

Seems like he is calling a 3bet shove with sufficiently high probability that i have better equity simply from shoving?

Also, if he doesn't improve on the turn, is he really like to call a turn shove with AJ or something like that?
