Actually the complaint that jackpot drop money is used in a promo like a freeroll which means that many of the tourists who are dropping money in the box will be unable to have a shot at it is a valid complaint.

Notice this was not the issue raised by the person I was responding to. In terms of promos like the monthly freerolls held at some casinos, I do agree that this is a bad deal for tourists who can't take advantage of the offer. At the Luxor, however, it is relatively easy for a tourist to get a return on the jackpot drop as the promos are frequent and easy to get into. Also, the return on the jackpot drop has much lower variance there since the 3 weekly freerolls are all chopped. Even if you're just in Vegas for the weekend you can get into a low-varience promo that is worth more than what you've lost to the jackpot drop.
Again, I'm not shilling for the Luxor. There are things the room should/needs to do to improve, but I think neither of the two complaints I've responded to hold up to scrutiny.
