I would check the flop or bet out 1/2 pot. If hero checks he should check call as there are no real flush draws or straight redraws on this flop. Check call and check raise almost any turn. Preflop i would look to 3 bet this hand from blinds sometimes.

I would prefer to 3bet preflop OOP if the wrap was a bit higher, say T987 or JT98.
