I don't know what that program is, but if it loads at startup, you can prevent it from doing that:
Click Start->Run, type MSCONFIG and hit ENTER. The System Configuration Utility will open in a new window. Click the Starup tab, locate the program in the list and uncheck it. Click ok, and that should keep it from loading next time you start your machine.
