I think the floor made the right call because this is one of those cases where the intent of the raiser was obvious. He did not want to go all-in, he wanted to put the original bettor all-in. Assuming you meant the original bettor had $42 behind his $10 bet, then the current bet should be $52. The other player sounds like he was trying to angle.
