Maybe I missed it, but I don't think anyone actually expects the US to pay. They expect that the threat of the fine will cause undefined things to happen.

Also, anyone who thinks the nations levying the fine expect the US to pay are equally deluded. There are no aged bureaucrats rubbing their sausagelike fingers together in anticipation of their share of the 100 billion.
