The effective stack size is the smaller stack, since chips beyond this can be disregarded. The effective stack size is the potential reward. Here, it was about 1500. The amount the button called was 90, about 6% of the effective stack size. If the amount to call had been over 8%, 120, then the possibility of flopping a set clearly would not have returned enough.

Some opponents will have a wider range of hands, which usually means they will less frequently pay you off. In that case, you might not be able to call even 4% of the effective stacks profitably.

In tournaments, doubling up doesn't double your expected prize. That also decreases the potential reward relative to the amount risked by calling.
