There are two types of people who take low paying jobs. Lifers and people who for one reason or another need a job for a little while.
If you hire a lifer (someone who is destined to make crap wages for life), you know what you are going to get. There is a reason why they still work for peanuts. Either they aren't smart, hard working, or reliable enough to get a better job.
You need to focus on finding people in the other group. A good example would be a high school kid who does well in school. Sure they are going to quit one day when they get to college. But they will most likely be smarter, and harder working than the lifer.
