The problem with just calling is we aren't going to get much action if we improve, not with a 4 card straight on board. Raising the flop gives us a chance to win the pot and also if flat called gives us a chance to take the free card on the turn if we want.
I do agree in this spot both options suck because of stack sizes and pot size.
