Yes you have to lead out, but it doesn't have to be for the pot. Anyone with nothing will fold if you bet the pot, but a weak value type bet will get calls from players who hit straights or baby flushes, whilst a king or ace high flush will likely raise for value allowing the shove.
A small bet may also induce a bluff raise from a player who thinks you're trying to make a blocking bet, whilst a naked ace will also believe he can raise you off the hand here.
